The Northern California Indian Development Council (NCIDC) has been awarded a grant from the United States Department of Health and Human Services to administer the Low-Income Home Energy Assistance Program (LIHEAP) for our tribe. Manchester’s allocation for FY 2025 is $15,651.00.
This funding will help low-income households with their home energy costs, prioritizing those with the lowest incomes and highest energy needs. Priority will also be given to applicants who did not receive LIHEAP benefits or other energy assistance in the past 12 months.
We will accept applications for cooling, heating, and crisis assistance, with crisis applications receiving the highest priority. The tribe will prioritize elderly, disabled, and families with young children.
Tribal members must apply through the Tribe, as NCIDC will not provide services directly to individuals. The Tribe will assist you in completing the LIHEAP application and providing necessary documentation to determine eligibility.

Eligibility is limited to enrolled adult MPA tribal members.
